One issue with big tobacco as an example is that it wasn't exactly a secret. Even while they were marketing themselves into a fortune, there were still people saying that smoking was unhealthy.
More, the elements of that conspiracy that were secret became known through leaks, whistleblowers, oversight, and espionage.
It is in fact, the common thread of conspiracies... they are exposed given time inversely proportional to their size.
